职位描述: Job Description • Review, comment and take into account the client specification related to Procurement and Logistic activities. Identify any commercial, legal, fiscal deviations from the General Terms and Conditions versus the EPC bid and if necessary prepares a short commercial bidding instruction for the Commodity Leaders and/or Purchasers of Components (POC) community. • Define, review and update the Tender Sourcing Strategy (TSS) in close collaboration with the TM, TEM, BSM and Commodity Leaders (CL) with respect to the overall company strategy, including GE target supplier panels and GE2GE priority, and project specific technical, commercial, legal and fiscal requirements (such as sourcing restrictions, localization, financing constraints, country and project specific applicable standards and codes, Turnkey packages …). • Verify compliance of Tender Sourcing Strategy (TSS) with costs base (PCDB or equivalent) and suppliers. • Define specific strategic points such as on/off shore, country of origin in case of External Consortium Agreement (ECA), cash in/out, basis for escalation formulas, etc. • Establish the Tender Supplier List in close collaboration with Commodity Leaders and Purchasers of Components (POC), and ensure maximum possible number of suppliers from Low Cost Countries (LCC) in the Tender Supplier List. • Review the Tender Time Schedule (TTS) and ensure that commodities can be procured in the defined lead-time. • Establish the Tender Engineering Procurement Plan (TEPP). • Organize the coordination of Request for Quotation (RFQ) process, ensure that project costing is backed-up by evaluated supplier offers of sufficient quality, provide “Fix & Firm” scenario for the period of the date of the cost base or end of the validity of the supplier´s quote in case of RFQ process until scheduled and foreseen purchase order date to have the best cost solidity within a tender. • Ensure that Commodity Leaders define suitable costs and suppliers for main and critical equipment in compliance with Tender Sourcing Strategy (TSS). • Verify that supplier tasks and responsibilities are addressed in the costs base (e.g. erection and commissioning supervision). • Calculate and optimize the Procurement and Logistics (P&L) budget for the project in execution and get the approvals from Senior Sourcing Head by applying corresponding costing tool. • Manage the procurement related risks such as hyperinflation or specific supplier risks, and propose measures to mitigate the cost of material price escalation if the risk cannot be transferred to the customer. • Leads the “market stretch/buy down” plan created for tendered project – ex. Qualification of new supplier – makes sure that the plan is completed as results are shared with execution (PPLM) and sourcing community (commodity leaders, PTM’s community, tender managers). • Captures return of experience from similar projects in execution and feedback into tendering. • Review and update the Project Execution Strategy (PES) distributed by the PM core team during the tender for Sourcing related chapters completion (including TSS, Tender Supplier List, Resource Allocation Plan, Turnkey Package Plan, etc). • Ensure a smooth handover of Procurement & Logistics related scope between Tender team and Project Execution team (PPLM) at D2 (project execution team nomination). Qualifications/Requirements • Commercial or Business Administration Bachelor/Master Degree. • Good understanding in Sourcing domain. • It is mandatory that a Lead Procurement Tendering Manager must have been a successfully PTM before being a Tender Sourcing Leader. • Commercial experience in Project Execution is expected (e.g. Project Manager, Tender Project Manager, Senior Purchasing Manager, Sales Project Manager). • Exposure to Strategic Sourcing and/or Financial topics. • Experience in Engineering. • General knowledge of purchasing standards, policies, procedures, and Sourcing management philosophy. • Good understanding of legal/contractual aspects of an EPC contract. • Risk management knowledge. • Strong writing and communication skills, transparency, team spirit. • Ability to work efficiently in cross-functional teams. • Accountability, resilience, autonomy, and leadership. • Decision making, problem solving, ability to independently resolve issues with difficult suppliers. • Quality mind set. • Proactive in continuously seeking for the most competitive and reliable offer. • Basics in scheduling/planning of large and complex projects. • Technical knowledge of products purchased. • Behaviour and conduct in line with GE Code of Conduct (The Spirit and The Letter) and GE Beliefs.
