职位描述： -协助HSE总监，制定工厂HSE策略和体系，确保工厂的HSE符合总部和法规要求。Support HSE director to implement the HSE strategy and mgmt. system in compliance with Global standards and National regulatory requirement.-确保工厂适用的法规是现行的并且及时评估。Grant Site applicable regulations are kept current and timely assessed-从HSE技术标准的角度，协调HSE计划和发展方向的执行确认，作为HSE技术专家在现场支持所有日常工作和项目的执行。Coordinates from a technical stand point the staff of HSE in order to guarantee the execution of the HSE plan and roadmap, the HSE technical subject matter expertise and presence on field to support all routine and project operations-协调所有支持工厂内HSE活动的外部人员（如咨询公司，实验测试）Coordinates all external workforce (e.g. consultancy firms, lab testing) supporting HSE activities on site-通过互动和参与礼来公司管理和项目团队，提供专业技术和影响力来支持实施HSE计划Provide technical expertise and influence to support the implementation of HSE plan through the interaction and participation to Lilly governance bodies and program teams-识别HSE风险，并制定相应的控制措施。Implement processes to assess and keep current the HSE risks related to routine and project activities, involving internal employees as well as external contractors and define appropriate mitigation plan.-为内部员工和外部人员定义和执行适用的学习计划，确保和现行的岗位职责一致。Define and implement training programs in line with current job descriptions and associated tasks for all internal employees and external workforce where applicable-制定工厂的HSE指标和程序，确保HSE体系的运行。Implement processes to monitor all routine and project activities through site HSE metrics. Guarantee the distribution of metrics throughout all governance bodies and teams of local organization.-从HSE管理角度，确保行动的计划和追踪情况被监督，系统和方案不断完善。Guarantee oversight of action plans and follow ups in view of HSE mgmt. system and plan continuous improvement.-实施方案，确保HSE的规程和实际运行方法应用到整个工厂，从日常的执行持续到工厂自检项目的执行中。Implement programs to control HSE practices and procedure application on field in all site premises from constant walk down to Site Self-Assessment program execution.-推动部门人员和项目的执行，以确保事件得到调查和解决Implement , through the HSE staff, programs to guarantee the event investigation and resolution,-负责维护准备好HSE检查中相关的文件Responsible to maintain relevant HSE documentation ready for inspection-在工厂管理层中加强HSE体系，提高员工的HSE参与度和意识。Facilitate employees involvement and engagement at all levels in HSE management through communication initiatives and awareness programs-通过HSE改善项目的推行，提升HSE文化。Support the implementation of the HSE Culture planned activities.-协助HSE总监，与总部的相关管理部门和当地的职能部门保持密切联系。Maintain close contact with Global HSE governance and local authorities in collaboration with HSE Director-带领小组在湖东湖西两个工厂内推行和实践HSE要素应急反应，使应急反应的执行满足国家法规和总部的相关要求并持续改进应急反应的执行以加强苏州工厂的HSE文化Plays the role of Incident Commander in any Emergency Response and guarantee the practice of simulation and continuous improvement appraisal in line with Global standards and Regulatory requirements.-协助HSE总监定义BP目标和预算管理Support HSE director in BP objectives definition and budget management基本要求：Basic Requirements:-本科或相当的工程、科技背景，5年以上HSE相关工作经验。Bachelor degree and equivalent in engineering, scientific background.
